How we develop a mechanism that provides unique identification for patients to improve security and quality of care? How can we track patient referrals from the clinical health workers to health clinic?

Summary of the Problem
1. Issues related to registration of people so they can be uniquely identified. 2. Issues related to detecting a patient uniquely when they come to health centers without their national IDs to uniquely identified them. 3. Issues related to tracking, monitoring patient referrals from one doctor/Institution to another doctor/Institution. 4. Reduce the queue time spent by people for registration and pulling their medical records. 5. How to uniquely identify a patient via his biometrics and not solely depend upon ID cards which might be lost or impersonated.
1. Prospective patients as they dont have to carry their cards and they can be uniquely identified even when they are not capable/aware about their registration. 2. Prospective patients would save time registration and standing in line, which might even require literacy to fill in the forms. 3. For medical practitioners to get the identity and medical history of the patients very quickly without taking too long.
Summary of the Proposed Solution
There are lot of time wasted in standing in lines for filling up registration forms and some people have to carry their identification cards to get identified uniquely and if the cards are lost, then they lose access to their records. Also, it is difficult for patients to maintain and get all their medical records to the doctor and for doctor to analyze them as some might be lost, or some prescriptions unreadable etc.
Technology to Solve the Problem
1. Web based biometrics systems (Voice Recognition, Face recognition) 2. Hardware based biometrics system (Fingerprint recognition, Retina recognition). 3. Google Speech to Text API 4. Google Text to Speech (Translation) API 5. OpenMRS
1. OpenMRS (For maintaining Patient Medical Records Information)
Multiple way of enrollment in the system • Registration over mobile phone by taking voice registration • Registration over kiosk by biometric registration(face, fingerprint, etc) • Manual registration using NID or any other Identifier that can be found( smart cards, etc)
Once the person is registered, they can be found in the system by trying different recognitions such as: • Face • Fingerprint • Voice • NID • Etc As the patient keeps coming in, additional information are being asked and added as entered. The same way as facebook keeps asking additional information until we give those without being asked for.
Uniqueness of the patient is the main thing that is going to help with referral. Once it’s implemented, it should be easier to refer a patient to/from a hospital. Systems should also have a way to talk each other. The proposed solution for system to talk each other was to have a central server that is going to hold all patient information and be able to be queried as needed.
