Mechanism for updating voters’ lists

Summary of the Problem:

How to make an authoritative and continually updated list of voters?

1. There is no single institution mandated (with clear exclusive competencies) to update the electors list

2. The existing voter lists do not include a clearly identified voters (IDNP). Will be implemented after 2015???

3. Lack of single address state registry


Legal base of the current process:

1. Art.40 of the Electoral Code: 20 days before the lists are made public for persons to verify their correctness

2. Protection of personal data principle


Stakeholders:

1. Ministry of Information Technology/CRIS Registru – State Registry of Population

2. Local Authorities (checking/verifying the list of electors)

3. Central Election Commission – Electors’ Registry (electronic database) – doesn't function


Summary of the Proposed Solution:

1. Metadata for the State Registry of Population that have to be sent to CEC by MTIC:

- Name

- Surname

- IDNP

- Date of birth

- Address

- ID document

2. Metadata from other registries (Ministgry of Justice, Penitenciary, Civil Registry Service, Ministry of Health (incase of mental disability for persons), Ministry of Defence for the service men approve or disaprove the inclusion of the persons in the list. Border control agency – data about the exit or entrance of persons

3. Integration of the above informaiton (a+b) by the CEC and the check up of the differences and alerts to the local governmnets (bodies) for further actions

1. Mechanisms of integration of databases

2. Secure on-line data exchange systems

3. Selection and transmission of only the needed data

4. Creating the registry of of addresses by local authorities and their integration with the Single Registry of address

Follow-up actions:

1. Implementation of pilot project at the district level

2. To introduce IDNT - not necessary to wait till 2015

3. Expantion of the model to the countrywide implementation
