Stela is the Executive Director at the e-Government Center Moldova. Her professional experience includes being the Advisor to Prime Minister at Office of the Prime Minister of the Republic of Moldova, Advisor on Political and Electoral Processes at U.S. Agency for International Development and Acting Country Director at International Republican Institute.
Stela is a Kokkalis Foundation Fellow and earned her Masters degree at the Harvard Kennedy School of Government in Public Administration. She holds a Bachelor degree in History and Political Science.
Stela has extensive knowledge and expertise in the areas of democracy building and governance, political party strengthening and women’s empowerment, civil society and local economic development in Moldova.
At the time of the 2005 JS Fellowship, Stela was Programme Officer for the International Republic Institute (IRI) Moldova. The IRI’s activities focus on strengthening political parties, increasing women’s participation in the political process and working with NGOs. Stela has advised and managed development projects with the United Nations Development Program (UNDP), U.S. Agency for International Development (USAID), international NGOs, governmental and non-governmental actors.
